Leveraging its previous efforts to influence job quality for Baltimoreans with low-incomes and those working in low-quality jobs, Civic Works wanted to deepen, expand, and refine their job quality strategies and tactics.
Beginning in 2022 we initiated a robust discovery process, co-developed with staff and participants at Civic Works.
We developed several sets of semi-structured qualitative interview questions and interviewed over 30 stakeholders from across the Baltimore ecosystem and nationally. We gathered and reviewed funding reports and concept papers, job quality frameworks, and reports from a myriad of national partners and synthesized some of the literature and research on job quality efforts.
The following goals anchored the discovery process:
Leveraging our findings and existing research, we co-created design sessions to isolate and advance key strategic decisions. We advised and supported staff in refining and building strategic frameworks to guide the work ahead. We identified strategies and tactics to help the teams advance their goals over time.
Our work resulted in a multi-pronged strategic blueprint to support continued efforts by Civic Works and other stakeholder groups to drive job quality in the region.
